He served as Mayor of Rocky Mount from 2007 to 2019, following a term on the Rocky Mount City Council (Ward 5, 2003-2007). During his tenure, he co-chaired the Housing Task Force for Rocky Mount and contributed to economic growth and development as Chairman of the Rocky Mount Business Development Authority and a member of the Board of Directors for the Carolinas Gateway Partnership.
David has also been a strong advocate for municipal advancement through his roles with the North Carolina League of Cities and the North Carolina Metropolitan Mayors Coalition.
